With reference to Mr. Harcourt's despatch No. 387
of the 24th of December, 1913, I have the honour to inform you
that arrangements have now been made to carry the proposed Praya East reclamation to East Point.
A survey for the purpose of estimating the cost of the scheme is in progress and negotiations have been in pro- -gress with the Naval Authorities for an exchange of land and
a reclamation at the Arsenal Yard.

I enclose copy of correspondence which has passed on the subject of this exchange and reclamation, in which the Colonial Goverment has dealt liberally with the Naval Authoriti- -es, and I shall be glad if steps can be taken to expedite the final ratification of the agreement arrived at in order that the important Praya East reclamation scheme may be proceeded with.

The proposed agreement with the Marine Lot owners will be submitted for your approval in due course and before the Colonial Government commits itself to its acceptance.
